Former Montgomery County Executive Isiah “Ike” Leggett is continuing his leadership in Maryland’s education system after earning another six-year term on the Blueprint for Maryland’s Future Accountability and Implementation Board. His reappointment by Gov. Wes Moore keeps him at the helm of one of the state’s most important education reform efforts.
Leggett, who made history as Montgomery County’s first Black county executive, has chaired the board since it first met in November 2021. His continued service reflects Maryland’s confidence in his experience as the state works to carry out its multibillion-dollar Blueprint for Maryland’s Future plan.
Ike Leggett Reappointed to Lead Maryland’s Blueprint Board
Gov. Wes Moore recently reappointed Leggett and fellow board member Robin Werner to new six-year terms. Their previous appointments expired on July 1, but both will continue serving on the Accountability and Implementation Board.
The board oversees Maryland’s long-term Blueprint for the Future education reform plan. It is responsible for making sure the ambitious initiative is carried out across the state’s 24 public school districts.
Leggett and Werner were selected after a competitive process. They were among 29 applicants seeking positions on the board. The Accountability and Implementation Board’s Nominating Committee narrowed the field to four finalists before forwarding the names to the governor for a final decision.
First Black Montgomery County Executive Continues Public Service
Leggett first earned statewide recognition when he was elected as Montgomery County’s first Black county executive. His election marked an important milestone in the county’s political history and launched years of public leadership.
Today, he continues that legacy by helping guide one of Maryland’s largest education investments. As chair of the Blueprint board, he works with educators, policymakers, and community leaders to improve public education across the state.
His continued leadership also highlights the value of experienced public servants who remain committed to improving opportunities for future generations.
Maryland’s Blueprint Education Reform Plan Moves Forward
The Accountability and Implementation Board plays a key role in carrying out Maryland’s multiyear education reform strategy. The Blueprint is designed to improve student achievement through long-term investments in schools, teachers, and educational programs.
When the board meets virtually this week, members will review proposed updates to the Blueprint’s comprehensive plan. The document serves as a guide for state agencies, school districts, and other partners responsible for implementing the reforms.
The proposed revisions include new policies approved during this year’s 90-day General Assembly session. By law, the Blueprint plan must be updated every year before Aug. 1 to reflect legislative and policy changes.

Since the board’s creation in 2021, Leggett has helped oversee major decisions affecting the future of public education in Maryland. His leadership has focused on ensuring the state’s education reforms stay on track.
The board will not meet in August after this week’s session. Members are scheduled to reconvene on Sept. 17 to continue monitoring the progress of the Blueprint initiative.
