Michigan Names First Black Woman State Superintendent
Dr. Sue C. Carnell will step into history this fall as she becomes Michigan’s first Black woman state superintendent. She will serve in the interim role starting October 3, following the retirement of Dr. Michael F. Rice.
The announcement came from State Board of Education President Dr. Pamela Pugh, who praised Carnell’s leadership and long career. Pugh emphasized that Carnell’s guidance will ensure a smooth transition while the state finalizes a contract with incoming superintendent Dr. Glenn Maleyko.
“Dr. Carnell is just the right person to head MDE as we transition,” Pugh said. “Her experience in education and state government is invaluable.”
A Career Spanning Four Decades in Education and Public Service
Dr. Carnell brings 40 years of experience to the role. She has worked at nearly every level of education and in government leadership.
She previously served as superintendent of Westwood Community Schools, deputy superintendent of Detroit Public Schools, and principal in Southgate Community School District. She also directed both the Office of School Excellence and the Office of Community Services at the Michigan Department of Education.
Her public service extends beyond schools. Carnell worked as education policy advisor to former Governor Jennifer Granholm and later as a group executive under Detroit Mayor Dave Bing.
Commitment to Students and Michigan’s Education Plan
At the Department of Education, Carnell most recently served as chief deputy superintendent since 2021. She also held the role of chief of staff for Dr. Rice, the outgoing superintendent.
Carnell expressed gratitude for the opportunity to guide Michigan’s schools during this transition. “I am honored to step into the role of interim state superintendent,” she said. “I look forward to supporting the staff at MDE as we work with education partners, the governor’s office, legislators, and families to continue improving outcomes for children.”
Her leadership will help keep the state’s Top 10 Strategic Education Plan on track. The plan focuses on raising student achievement, strengthening teacher support, and addressing opportunity gaps across Michigan’s diverse school districts.
Looking Ahead to Michigan’s Next Superintendent
While Dr. Carnell will serve as interim superintendent, the board has already chosen Dr. Glenn Maleyko, superintendent of Dearborn Public Schools, as the permanent successor. His start date is still being negotiated.
Until then, Carnell’s leadership will ensure that Michigan’s education system continues moving forward without interruption. Her appointment marks not just a transition but also a milestone for representation and leadership in the state’s education system.
