Virginia is set to make history with the nomination of Del. Don Scott as the first Black Speaker of the House of Delegates. Scott’s nomination comes on the heels of the recent midterm elections, where Democrats retained control of both chambers of the Virginia legislature, dashing Republican hopes of securing a trifecta in the state.
A Historic First for Virginia
Scott, a two-term delegate from Portsmouth, was unanimously nominated as Speaker-designee by his fellow Democrats on November 11. The full House will officially confirm Scott in January when the 2024 legislative session convenes.
“Virginia voters sent a resounding message on Tuesday that they wanted a Commonwealth that moved forward and that is exactly what I intend to do as your next Speaker,” said Scott, a Navy veteran and trial lawyer, in a statement following the nomination.
Scott’s rise to the speakership marks a significant milestone for representation in the Virginia legislature. “I know I stand on the shoulders of my ancestors who built that Capitol,” Scott told the AP ahead of the vote. “I just wake up with so much gratitude to be in this position.”
Democrats Aim to Advance Progressive Priorities
While Scott’s confirmation in January is all but guaranteed given the Democrats’ 55-45 majority, he will have to contend with Republican Gov. Glenn Youngkin. However, Democrats aim to continue advancing progressive policies, with Scott stating they will push measures like a $15 minimum wage, gun control, and protecting abortion rights.
“The Democrats, we’re the party of freedom. I never thought that Republicans would become a nanny state, telling women to do with their bodies,” said Scott in response to Youngkin’s proposed 15-week abortion ban.
Scott’s Remarkable Personal Journey
Scott is transparent about his past felony conviction decades ago, a story of second chances that he says reflects the experience of many Virginians. After rebuilding his life and career, Scott was first elected to the House in 2019, becoming Democratic leader just two years later.
Current GOP Speaker Todd Gilbert offered congratulations to Scott, commending his historic achievement. Scott now prepares to lead the House and work across the aisle during Virginia’s next era of divided government.
