Chlora Lindley-Myers Retires After Trailblazing Career as Missouri’s Insurance Leader and First Black Woman NAIC President

Missouri’s insurance industry is bidding farewell to one of its most impactful leaders. Chlora Lindley-Myers, the Director of the Missouri Department of Commerce and Insurance (DCI), has announced her retirement effective December 31, 2024. Lindley-Myers leaves behind a legacy defined by groundbreaking achievements and over four decades of service as an insurance regulator.

Transforming Missouri’s Insurance Landscape

Lindley-Myers began her role as the Director of the Missouri Department of Insurance in 2017, later renamed the Department of Commerce and Insurance (DCI). During her tenure, she introduced reforms that streamlined operations and reduced licensing burdens. Missouri earned national recognition for having some of the lowest regulatory hurdles in the insurance sector.

Governor Mike Parson praised Lindley-Myers’ leadership, stating, “Her leadership helped us reform and reshape DCI to increase its efficiency. Teresa and I wish Chlora and her family the best in whatever this next chapter of life brings for them.”

Her initiatives also ensured that Missouri consumers benefited directly. Mediation efforts under her leadership helped return record amounts to consumers from insurance companies, improving accountability and compliance across the industry.

Making History as NAIC President

In 2023, Lindley-Myers achieved a historic milestone. She became the first Black woman elected as President of the National Association of Insurance Commissioners (NAIC). This prestigious role cemented her influence beyond Missouri, allowing her to shape policies and advocate for regulatory excellence across the nation.

Her time at the NAIC saw Missouri’s insurance regulations earn reaccreditation twice, with the most recent accreditation earning distinction. The NAIC praised her work, noting her focus on creating a strong and stable insurance market that fosters consumer confidence.

“Her vision has left a lasting impact, both at the state and national levels,” said an NAIC spokesperson.

Expanding Access to Affordable Health Care

As chair of the Missouri Health Insurance Innovation Task Force, Lindley-Myers focused on finding innovative ways to increase health care access. Her work addressed uninsured rates, particularly in rural areas of Missouri.

Through Executive Order 19-03, the task force explored concepts that expanded affordable health insurance options. This initiative brought meaningful change for underserved communities, ensuring more equitable access to essential health services.

A Lifetime of Service

Chlora Lindley-Myers’ career in the insurance sector spans over 40 years. Her commitment to public service and consumer advocacy has shaped Missouri’s insurance policies and improved lives. Reflecting on her journey, she said, “I am incredibly happy to have served the people of Missouri under Governor Parson’s leadership.”
