First Black Chief Deputy in 180 Years of HCSO History
Anthony Collins has made a bold mark in Florida’s law enforcement. He now serves as the first Black Chief Deputy in Hillsborough County Sheriff’s Office (HCSO) history. After 21 years of service, he now holds the highest rank ever achieved by an African-American in the department’s 180-year existence.
His new role is no small feat. As Chief Deputy, Collins now leads over 1,000 officers and manages a $654 million budget. His promotion is not only personal—it sets a path for others to follow. “I don’t come to work for me,” he said. “I come to work for everyone who’s coming behind me.”
A Journey from East Tampa to Leadership
Born and raised in East Tampa, Collins’ journey was far from easy. He grew up in a tough environment and once got suspended from school. That suspension changed everything. It led him to ATOSS, a school alternative program where he met off-duty deputy Mark Penix.
“Mark became like a God Dad to me,” Collins shared. That moment gave him a glimpse into law enforcement. It also helped him realize his purpose—serving the community in uniform. His path was unique, especially for a young Black man in his neighborhood.
From Explorer Program to SWAT Success
Through the HCSO Explorer Program, Collins got his start. The program exposed him to real-life law enforcement work. That’s when his childhood dream of becoming a SWAT officer, like Mike Lowry from Bad Boys, took shape. And he didn’t just dream it—he lived it.
After joining HCSO in 2004, Collins served in the Army National Guard while patrolling Tampa’s university area. He then joined the SWAT team for nine years, tackling major drug cases and working closely with the FBI and DEA. His bravery and dedication became well known throughout the department.
Taking on Crimes Against Children and Rising the Ranks
One of the toughest chapters in his career came when he worked crimes against children. “That part of my career was a true defining moment,” Collins said. “You absolutely have to close those cases and get justice for those children.”
From there, his leadership journey took off. He climbed the ranks: Sergeant, Lieutenant, Captain, Major, Colonel—and now Chief Deputy. With each promotion, he proved his commitment, earned respect, and remained grounded in humility.
“I come from a family where no one graduated from college,” he said. “It’s very humbling to be here.”
A Community Leader and Family Man
Beyond his badge, Collins is deeply involved in the community. He serves on several boards, including the Pace Center for Girls, ACTS Florida, and Derrick Brooks Charities. His efforts go beyond law enforcement—he inspires youth and uplifts lives.
He’s also a devoted husband and father of two. Even with all his accomplishments, faith and family stay at the center. “Believing in God and doing the right thing for the right reasons—that’s what got me here,” he said.
A Legacy Bigger Than One Man
Though Collins is the first, he refuses to be the last. Every day, he works with future leaders in mind. His goal is clear—to open more doors for others who come from neighborhoods like East Tampa.
His story proves that beginnings don’t define endings. Through service, sacrifice, and strength, Anthony Collins is not only leading officers—he’s leading change.
