Kevin Howell Becomes NC State’s First Black Chancellor
Kevin Howell is set to make history again at NC State University. Nearly 40 years after becoming the university’s first Black student body president, Howell has been named its first Black chancellor. The UNC System Board of Governors approved his appointment following a nomination by system President Peter Hans.
Howell will replace Chancellor Randy Woodson, who is retiring after 15 years. He will assume office on May 5, earning a salary of $600,000. Howell’s appointment marks a shift in leadership trends, as he is not a career academic but brings extensive experience in university administration and government affairs.
A Legacy of Leadership at NC State
Howell’s connection to NC State runs deep. He has served in various leadership roles at the university for over 15 years. His journey began in 2006 as an assistant to the chancellor for external affairs, managing the university’s relationships with state lawmakers. He later became vice chancellor for external affairs, partnerships, and economic development, helping NC State secure national recognition for economic engagement.
His leadership helped the university win the Association of Public and Land-Grant Universities’ top award for economic engagement in 2019. Howell compared the recognition to “winning a national championship.”
Extensive Experience in Education and Government
Before returning to NC State in 2018, Howell worked as senior vice president of external affairs for the UNC System. He advised former system President Margaret Spellings on government relations, communications, and economic engagement.
Howell also has a strong background in state politics. He worked under North Carolina Governors Jim Hunt and Mike Easley, serving as a liaison with the General Assembly. His experience in politics and education makes him well-prepared for the challenges facing higher education today.
Challenges and Opportunities in Higher Education
Howell will lead NC State at a critical time. Universities nationwide are under increased scrutiny due to policy changes affecting diversity, research funding, and financial management. NC State recently enacted a hiring freeze and advised colleges to be conservative with their budgets due to financial challenges.
Despite these challenges, NC State remains a powerhouse in research, recording over $630 million in research expenditures in the 2022-23 fiscal year. Howell’s ability to navigate political and financial landscapes will be key in maintaining and growing the university’s success.
A Meticulous Search Process
Howell’s selection followed a six-month search process. The search committee, led by President Peter Hans, sought a leader who could maintain NC State’s reputation for innovation and community engagement. More than 4,000 NC State community members provided input on the qualities they wanted in a new chancellor.
Hans praised Howell, stating he is “profoundly well-suited to the greatest challenge that higher education faces in our fraught moment.” He highlighted Howell’s ability to build bipartisan support for public education, a crucial trait for NC State’s future.
Returning to Lead the Wolfpack
Less than 18 months after leaving NC State for UNC Health, Howell will return to lead the university he has long served. His leadership will shape the next chapter of NC State’s growth and impact. With deep ties to the institution and extensive leadership experience, Howell is prepared to guide NC State through its evolving challenges and opportunities.
