Kimberly Bizor Tolbert made history on January 22, 2025, when she was appointed as the first Black city manager of Dallas. Tolbert, who previously served as the interim city manager, is now set to take on the responsibilities of the top executive position at City Hall on a permanent basis.
A Warm Reception from Dallas Business Leaders
Tolbert’s appointment has received praise from prominent Dallas business leaders, who recognize her leadership and vision. The Real Estate Council (TREC) applauded her proactive approach during her interim tenure, especially her decisions to combine planning and permitting departments. Jamee Jolly, CEO of TREC, emphasized her ability to collaborate effectively with the real estate sector to ensure Dallas remains competitive.
Gena Godinez of the Dallas Builders Association expressed excitement about working with Tolbert, especially to streamline development processes and address affordable housing needs. “Her collaborative approach aligns with our mission to ensure that Dallas remains a thriving community,” Godinez said.
Tolbert’s Focus on Public Safety and Homelessness
Public safety and homelessness are key challenges that Tolbert plans to address as city manager. Dale Petroskey, president of the Dallas Regional Chamber, highlighted the importance of a well-equipped police force and efforts to reduce homelessness in the city. He believes Tolbert’s leadership will help Dallas attract more business opportunities and foster regional growth.
Peter Brodsky, a developer with RedBird, echoed these concerns, stating that Tolbert’s leadership will help revitalize downtown Dallas and attract new investment. “I am thrilled that Kim Tolbert has been appointed as our city manager,” Brodsky said, praising her leadership skills, compassion, and vision.
Tolbert’s Leadership and Vision for Dallas’ Future
Throughout her career, Tolbert has demonstrated a deep commitment to the city of Dallas. She is known for her strong work ethic, determination, and ability to bring people together to solve problems. Mark Cuban, owner of the Dallas Mavericks, is among those who have praised Tolbert’s approach to leadership. Facing the Challenges Ahead
While Tolbert’s appointment has been met with mostly positive reactions, some concerns have been raised. Council Member Paul Ridley questioned aspects of Tolbert’s contract, including potential severance payouts. Council Member Cara Mendelsohn also expressed a desire for a new perspective that would prioritize the maintenance of city properties and public safety.
Despite these concerns, Tolbert is prepared to navigate the challenges ahead, including managing the city’s response to homelessness, maintaining public safety, and addressing the needs of a growing population. Her $450,000 annual salary places her in line with other city managers across Texas, although it is slightly lower than her predecessors’ salaries.
