Hagerstown, Maryland, witnessed history in February 2023 when Tekesha Martinez became the city’s first Black mayor. This groundbreaking moment marked a significant milestone for the majority-white city grappling with its history of racism and shifting demographics. Martinez’s leadership inspired many, but the role also came with immense challenges.
With four generations of her family present, Martinez took the oath of office. Overwhelmed with emotion, she reflected on her journey—from growing up in foster care to standing at the helm of her hometown’s government.
Breaking Barriers in Hagerstown
Tekesha Martinez’s appointment as mayor symbolized hope and progress for Hagerstown. A city once marked by its ties to slavery, it has seen a demographic transformation over the decades. By the time of Martinez’s leadership, 20% of the population was Black, and the city government reflected this diversity with Martinez as mayor and two Black city council members.
Her appointment followed the resignation of Emily Keller, Hagerstown’s first female mayor. Despite her inexperience, Martinez’s community ties and life experiences convinced the council to select her as the leader for the remainder of Keller’s term. Council member Tiara Burnett, one of the city’s few Black representatives, described Martinez’s achievement as monumental, saying, “I can’t believe this is happening.”
Overcoming Adversity

Raised in foster care in a strict but nurturing household, she faced numerous challenges, including becoming a mother at 17 and experiencing homelessness as a young adult. Despite these hardships, she found solace in poetry and community service.
Her passion for helping others eventually led her to run for city council in 2020. Although she had no prior political experience, Martinez campaigned on her ability to unite people. Her victory, alongside another Black council member, marked a turning point for Hagerstown’s political representation.
Transforming Local Politics
Martinez’s tenure as mayor not only broke racial barriers but also inspired a new wave of political engagement among Black women in Hagerstown. This year’s election saw three Black women, all endorsed by Democrats, win city council seats. Erika Bell, one of the newcomers, credited Martinez for showing her that she, too, could run for office.
Martinez’s leadership encouraged broader participation and underscored the importance of representation in local politics. As Burnett put it, “It’s not easy when you’re wrapped in Black skin, but Tekesha showed us it’s possible.”
A Legacy of Service and Resilience
As her term ended, Martinez expressed pride in her accomplishments and gratitude for the opportunity to serve her community. Her final city council meeting became a celebration of her leadership, with residents and colleagues praising her resilience and dedication. Her sister, Nina Martinez, summed it up: “Knowing where we came from and watching her do great things is amazing.”
Though Martinez has decided not to pursue another term in Hagerstown, her impact remains undeniable. She paved the way for others, proving that leadership and change are possible, even amid adversity. As she closed her chapter as mayor, Martinez shared a hopeful message for the future: “Love wins again.”
