Michael Stephens has been appointed the first Black CEO of Tampa International Airport (TPA), a groundbreaking achievement for both the airport and the wider community. Stephens, who has been a key member of the airport’s leadership for nearly a decade, will take on this prestigious role in April 2025, when current CEO Joe Lopano steps down. As TPA’s fourth CEO in its history, Stephens brings a wealth of experience and expertise, with a strong background in cybersecurity, military service, and transportation.
A New Era for Tampa International Airport
Stephens’ appointment represents a significant moment in the history of Tampa International Airport. He will oversee approximately 670 employees at TPA, as well as at Peter O. Knight, Tampa Executive, and Plant City airports. The announcement comes at a time when the airport is preparing for future growth and modernization, and Stephens is excited to build on the foundation laid by his predecessor, Joe Lopano.
In an interview with abcAction News, Stephens shared his thoughts on the opportunity ahead. “Joe has incredibly massive shoes that he’s left behind to fill. I’m starting to realize what an honor it is to build on what he’s done,” he said. Stephens’ passion for innovation, particularly in cybersecurity and digital solutions, promises to guide the airport through an exciting new chapter.
Drawing from a Diverse Career
Before being appointed CEO, Stephens served as the Executive Vice President and General Counsel for TPA, where he worked closely with Lopano and the airport’s leadership team for almost ten years. His career is marked by notable achievements, including testifying before Congress and becoming an authority in data privacy and cybersecurity.
Stephens’ professional journey spans across multiple sectors, including two branches of the U.S. military and higher education. He also served as an air traffic controller and has extensive experience in surface transportation. His diverse background gives him a broad perspective on the challenges and opportunities within the transportation industry, which he plans to leverage in his new role.
“I’m digitally fluent in the future. Innovation is my realm,” he said, emphasizing his focus on bridging traditional airport operations with the future of digital technology. This forward-thinking approach is expected to shape TPA’s direction as it continues to evolve.

Looking ahead, Stephens is focused on fostering unity and connection within the Tampa community. In terms of his leadership philosophy, Stephens highlighted the importance of partnerships and community engagement. “I’ve been part of this community for over 20 years, and I’ve seen how we’ve grown together,” he shared. As CEO, he aims to deepen the connections between TPA and the local area, ensuring the airport remains an integral part of the region’s growth and development.
A Well-Rounded Leader with an Impressive Background
Stephens is highly educated, with a Bachelor of Arts in International Relations from Morehouse College, a Master of Arts in International Affairs from American University, and a Juris Doctor from American University’s Washington College of Law. He has also completed the prestigious Advanced Management Program at Harvard Business School. These academic credentials, combined with his professional experience, make him an ideal candidate to lead TPA into the future.
He is also involved in several national initiatives, serving on the Board of Trustees for the Pace Center for Girls and the Legal Steering Committee for the Airport Council International. Through these roles, he remains committed to empowering and inspiring others, especially within the aviation and legal sectors.
