The Western Hemisphere Institute for Security Cooperation (WHINSEC) has marked a historic milestone with the appointment of Col. Eldridge “Raj” Singleton as its ninth commandant.
This groundbreaking appointment makes Singleton the first Black leader in the institute’s history.
Historic Leadership: WHINSEC Welcomes First Black Commandant
Col. Singleton’s appointment was celebrated during a ceremony at Darby Hall in McGinnis-Wickham, Fort Moore, Georgia. He succeeds Col. Michael Rogowski, who led the institute for two years.
In his inaugural address, Singleton expressed enthusiasm for his new role. “To the WHINSEC team, I am excited to get out here, to get after it, to continue our mission in connecting with our partners across the world,” he stated.
A Distinguished Career in Military and Diplomacy
Singleton brings a wealth of experience to his new position. An Illinois native, he graduated from the United States Military Academy at West Point in 2000 with a Bachelor of Science degree and a commission as a U.S. Army Officer.
His impressive academic credentials include a Master of Arts in Latin American Studies from San Diego State University and an Associate of Arts in Brazilian Portuguese from the Defense Language Institute Foreign Language Center. These qualifications underscore his expertise in regional affairs and languages.
Global Experience: From Combat to Diplomacy
Col. Singleton’s career spans both combat and diplomatic roles. He has served as an Infantry and Special Forces Officer during the Global War on Terrorism, demonstrating his frontline leadership skills.
More recently, Singleton has held several high-profile diplomatic positions. These include serving as the U.S. Army Attaché to the Philippines, U.S. Senior Defense Official and Defense Attaché in Belize, Interim Defense Attaché to Jamaica, Army Attaché to Bolivia, and Security Cooperation Officer in Haiti.

In his new role, Singleton aims to build on WHINSEC’s mission of fostering cooperation and understanding among partner nations. His extensive experience in Latin America and the Caribbean positions him uniquely to enhance these relationships.
Singleton’s closing remarks at the ceremony reflected his commitment to excellence and teamwork. “Let’s get to work, be moore, be all you can be,” he urged, invoking the spirit of continuous improvement and dedication.
