The Remarkable Story Of Louisville’s First Black Female Police Chief, Jacquelyn Gwinn-Villaroel

Trailblazing Appointment as Louisville’s Top Cop

In a historic move, Jacquelyn Gwinn-Villaroel was appointed as the first permanent female African-American police chief in Louisville’s and the state of Kentucky’s history on August 25, 2023.

Her remarkable journey to the top leadership position in the Louisville Metro Police Department (LMPD) is a testament to her unwavering dedication and professional excellence.

Initiating Reforms and Community Outreach

Gwinn-Villaroel hit the ground running as the Interim Chief, implementing crucial initiatives such as continuous police reforms, the Non-Fatal Shooting Squad, the Stop-the-Violence Community Outreach Program, and the expansion of the Louisville Metro Police Activities League. Her focus on community engagement and accountability set the tone for her tenure.

A Decorated Career in Law Enforcement

Before joining the LMPD, Gwinn-Villaroel had an illustrious 24-year career with the Atlanta Police Department (APD), where she rose through the ranks from patrol officer to Major. Her diverse experience spanned various units, including Vice, Narcotics, Gangs and Guns, Domestic Violence, and the Police Training Academy.

“During her time as the major of the training academy, Gwinn-Villaroel successfully implemented new de-escalation training for new police recruits and implemented the training into the required annual in-service training for veteran officers.”

Emphasis on De-escalation and Officer Accountability

As a Major at the APD Training Academy, Gwinn-Villaroel played a pivotal role in implementing new de-escalation training for both recruits and veteran officers. She also championed the implementation of duty-to-intercede training, emphasizing de-escalation and officer accountability – critical components in fostering trust between law enforcement and the communities they serve.

A Well-Rounded Leader and Community Servant

Gwinn-Villaroel’s credentials extend beyond her impressive law enforcement career. She holds a Bachelor’s Degree in Criminal Justice and a Master’s Degree in Public Safety Administration. Additionally, she is an ordained pastor and the Founder/Senior Pastor of Unstoppable Praise Ministries, reflecting her commitment to community service and leadership.
