Immigrant-Turned Army Leader Makes History in Arkansas
Colonel Leland Tony Shepard recently made history when he was promoted to brigadier general and given command of the Arkansas Army National Guard. He becomes the first ever African American to hold the prestigious leadership post.
Trailblazer Born in South America
General Shepard’s journey began in Guyana, South America, where he was born. Later immigrating to America, Shepard joined the military and embarked on a barrier-breaking career.
He served two tours of duty in Iraq starting in 2004, excelling as a signals officer. For his service, Shepard earned numerous honors like the Bronze Star and Legion of Merit.
Additionally, he continued furthering his education. Shepard obtained three advanced degrees, including a doctorate in executive leadership.
New Command Role Carries Responsibility
On June 12th, 2022, the colonel achieved another first – becoming the inaugural Black commander of the Arkansas Army National Guard.
Shepard now oversees all 6,500 of the organization’s Army guardsmen. Only one other African American, the retired Brigadier General William J. Johnson, has ever held general officer rank.
During his ceremony, Shepard stressed priorities like personnel, readiness, training and promoting diversity. He aims to inspire others to pursue leadership roles.
“You can’t be what you can’t see,” the general told troops. As a pioneering top officer, he hopes to empower fellow soldiers of color to dream bigger.
Leading By Example For Family and State
Shepard called commanding the Guard a “big role to fill.” But perhaps just as significantly, he models success for his three children.
His daughter dubbed him a “very good dad,” smiling as she presented the general officer belt. Meanwhile, his eldest son respects the “perfect example” set for future generations.
Indeed, General Shepard’s historic appointment seems certain to echo far beyond his own career. His trailblazing journey now culminates in state-wide leadership, guiding Arkansas guardsmen into a new era.
